A Study on Vessles carrying out "International Code for the Security of Ships and Port Facilities" Requirement / 船舶實施船舶與港口設施保全國際章程之研究

Owing to the trend of worldwide pirate attack and armed robbery against ships occurrence have increased yearly in recent years, and after the event of terrorist attacked 911, for avoiding the sailing vessels are used as an attacked target or as a harbor-attack tool by international unlawful people or terrorists, and paralyzing certain country or international economy in order to protect the safety of ship crew’s life and properties as well. Therefore, through many discussions and studies which held by IMO, finally, a special measures to enhance maritime security chapter is completely added as an amendment in chapter XI-2 in SOLAS 1974 on December 12, 2002. At the same time, the International Code for the security of ships and port facilities is completed, too. Also, IMO highly requests all Contracting Governments shall practice it from July 1, 2004.
This study is mainly to discuss the ship’s security. At the beginning, the trained company security officer has to process a practical security appraise on board to produce a ship security plan. As for the training part of the ship’s crew, is the job of trained ship security officer who is in charge of the training and drill. The International ship security certificate is issued by the flag state only when the ship is passed the internal audit by the company security officer and verified an external audit by a recognized security organization.
Actually, the purpose of the ship security is a kind of detection and deterrence before the occurrence of security accident, rather than fighting with arms against the unlawful people. It just relies on the procedure of ship’s security assessment to divide several restricted areas on the ship, and to make blocks by using lockers and patrol enhancement to deter the intrusion of unlawful people and terrorist. Therefore, a perfect ship security deployment will effectively prevent the ships from pirate attack, armed robbery against ship, lawless immigration, stowaway etc… Carrying it out not only could protect the safety of life and properties of ship’s crew, but also could reduce the problems that ship owner deals with the event of stowaway and lawless immigration.
Meanwhile, the most difference between ship security and management is that no deficiency or no unexpected conformity could be found in ship security. Otherwise, the ship will be incurred detention, even refused to enter the port. Therefore, the ship owner in our nation will pay more attention on carrying out the ship security, especially crew members’ security training to match the processing of International Convention.
