ABSTRACT
In the Chinese Mainland, owing to the current of the international education reform, the raise in teachers’ duty and position, the lift on teachers’ professional quality, the reform of the management on the personnel affairs, and the stimulus of the competition in the public, the cultivation and the appointment system of elementary schools have been changing. In this research, based on “the elementary education of the City of Shanghai”, the researcher, from the angle of the management on personnel affairs, investigated and studied the cultivation of elementary school teachers, the background of the appointment system, rules and system concerned in it, the current condition of practicing and the features and
the exposed problems.
The purpose of this research is to understand the elements of influencing the cultivation of elementary school teachers and the appointment system and its story. The cultivation system of elementary school teachers includes the regulations of the cultivating before becoming teachers, those of teachers’ practicing teaching, and the conditions of putting the “rules of teachers’ advanced study” into effect. The appointment system about
elementary school teachers covers the rules of teachers’ qualification, the rules of teachers’
duty, the rules of teachers’ appointment, and the condition of putting “the appointment agreement concerned with teachers” into practice. Besides, the researcher probed into the features and the problems of the systems of elementary school teachers’ cultivation and appointment in the Chinese Mainland. According to the research, the researcher will offer a few suggestions, which can be the reference to educationists and those who have interest in this respect. In order to finish the research, the writer adopted the three steps: the analysis of records and documents, the analysis of legal papers, and having interviews with persons concerned in it. Thus, the researcher has come up to the following
conclusions:
(1) that the cultivation system of elementary school teachers in the City of Shanghai has
the tendency toward one-grade-system
(2) adjusting the sources of normal education and putting “the cultivating before becoming teachers” and “advanced training on the job” into a uniform organization
(2) that on normal education, variety , opening, and indefinite direction take the place of
independence, closing, and fixed direction
(3) that about practicing teaching, adopting the theoretic-and-practical way can help to
strengthen the cultivating of teaching skill
(4) that the period of practicing teaching is a bit short, that the measures and equipment for practicing teaching is insufficient, and that there is much room for the system of
practicing teaching to be bettered
(6) that teachers on the job have various patterns of advanced training and cultivating
(7) that positively developing the policy of teachers on the job to have advanced study can help to complete its object step by step
(8) that the appointment system of elementary school teachers comes up to perfection
gradually, which can help to raise teachers’ quality
(9) promoting the system of fixed educative organization and fixed number of the staff and the system of teachers’ certain duty
(10) taking the measure of system of teachers’ quality and appointment system of teachers
(11) that the variety of cultivating teachers takes the place of the unification of normal
educative cultivation
(12) that teachers graduated from normal colleges and comprehension universities produce the problem of different standards of teachers’ quality
(13) that thoroughly and completely promoting the appointment system of teachers changes the relationship between supplying and demanding of teachers
(14) and that the process of selecting and appointing teachers is fair and just, but still not open enough.
According the above conclusions of the research, the following suggestions are offered
to administrative organizations, the institution of cultivating teachers, elementary schools and people who have the will to engage in researching the education of the Chinese Mainland, and some inspirations will be given to the system of cultivating teachers and that of appointing teachers in Taiwan:
(A) the suggestions to the administrative organizations in the Chinese Mainland
(1) helping normal college to be transformed into comprehension universities, and renewing the conception of normal education
(2) promoting the right wage policy which is fit for the special features of teachers’ work
(3) strengthening the system of teachers’ qualification, and raising the standard of teachers’ profession
(4) improving the current system of practicing teaching, strengthening the guidance of practising teaching, and urging that the educational background, the diploma, and the teaching certificate are equally important
(B) the suggestions to the institution of cultivating teachers
(1) extending the period of practicing teaching, correcting the shortcomings and improving practicing teaching
(2) having the courses on education to be taught scientifically
(3) establishing the network of teachers’ advanced study, organizing the special institution of teachers advanced study, and making the plan of teachers’ advanced study
(C) the suggestions to elementary schools
(1) organizing the teachers-selecting committee of the school, and setting up a process, in which teachers can be selected and appointed fairly, justly, apparently, and openly
(2) combining grading the service of teachers with the records of encouragement and punishment, and establishing a special committee where a teacher can explain himself
(3) promoting the system of teachers’ advanced study held in the school
(D) the inspirations to the system of cultivating and appointing teachers in Taiwan
(1) putting “the system of teachers’ advanced study” into practice according to the grades of courses
(2) implementing the system of employing teachers on a probationary basis and the system of assisting and guiding
(4) researching the system of teachers’ grades and advancing the growth of teachers’ special knowledge and skill
(E) the suggestions to the people interested in researching the education of the Chinese mainland
(1) positively and earnestly participating in some discussion meetings of learning and science held in either of the both sides of the Strait of Taiwan (the Taiwan Strait)
(2) establishing a man-to-man network with mainlanders concerned in education
(3) paying a real visit to some grade schools and administrative organizations and interviewing some educators
(4) increasing enough researching time and expenditure
(5) offering some suggestions to successors
