ABSTRACT
Mainland China has biggest land and most population in the world. Due to the pressure of limited educational budget, when the central government of Mainland China started to innovate the country in 1980’s, it also advocated and urged the social force to run a school, so that they can achieve the goal of every person receives 9 years compulsory education and eliminate the illiteracy in youth people.
“Transformed School” is a new developed product after the revolution in running a school in China, therefore, the purpose of this study is to investigate the system of secondary schools and elementary schools in China, analyze the meaning of Transformed Schools’ system in China, and research the process, status, progress and issues of the Transformed Schools in Shang-Hai. At last, based on the result of this study, provide the proposal and suggestion for running schools in future in Taiwan.
This study uses Documentation Analysis, Semi-structure Interview, Focus group, the result is summarized below:
1. The socialist market economy provides the opportunity of transforming the schools’ system.
2. The involvement of social force makes the new form of running a school.
3. The reform of public schools’ operation and management organization makes the Transformed Schools occur.
4. The support from national government’s policy is the fundamental of the development of Transformed Schools.
5. The improvement in politics, economy, culture and society supports the development of Transformed Schools in Shang-Hai.
6. The insufficient regulation has given rise to dispute in society.
To conclude the result of above research, we shall learn something as list below.
1. To work out a standard in evaluating a public school transferring to private management of public school.
2. To define related plans for public schools transferring to private management of public schools.
3. To establish an auditing organization to restrain the schools in running a school illegally.
4. To evaluate the pressure of society opinions in transferring the public schools to private management of public schools.
5. To develop the private management of public schools with characteristics.
6. To clearly define the position of private management of public schools, and provide allowance at suitable timing.
7. To define a transparent, reasonable standard of fees.
8. To introduce an excellent educational organization to drive the development of private management of public schools.
