The Research of School Running and Administration System of Private School in Shanghai / 上海市民辦小學辦學模式與管理體制之研究

Private (non-government, Min-Bang) education in Mainland China has started in small-scale and low academic level in 1978, amid the policy of reform and opening up in that year. It has since moved up powerfully in academic level and scale and already become an important component of education undertaking in Mainland. In a short 20-plus-years span of development, it accomplishes plenty. However, entering this 21st Century, it is still at primary stage when compared with private education overseas. In order to meet the education trends in the world, to advance and perfect market economy system in Mainland, to carry out the strategy of “Revitalize the Nation through Science and Education”, Mainland government develops private education with great effort as an important strategy to face the new Century, and thus it becomes the issue the general public pays close attention to.
The pace of setting up private education policy guidance and channeling social resources to education, and encouragement of private investment has been sped up in recent 2 to 3 years by the Mainland government. In accord of government’s active encouragement and relevant education policy and legal regulation, private education offers more options for people to choose from.
This research is titled as “The Research of School Running and Administration System of Private Primary School in Shanghai”. This research analyzes the school running and administration system of primary school in general, education funds, school running and administration system of private primary school, and the current status of Shanghai’s private primary school and its characteristics and challenge.
The purpose of this research is to probe into the school running and administration system of Shanghai’s private primary school; to analyze the characteristics and challenge of school running and administration system of Shanghai’s private primary school based on the interviews of actual visits; to raise suggestions according to this research to provide references for those in both side of Taiwan Straits who are interested to study school running and administration system of private primary school in Mainland China. This research primarily uses three methods to study: references, documents, and interviews. It concludes several points as follows:
1. The development of private education in Mainland China
accelerates under active involvement of government and
society。
2. Diversified school running is formed by Mainland’s
education system reform.
3. The rise and development of private education lessen the
problem of public education funds shortage and expand social
resource investment.
4. Mainland government sets up the law and regulation to make
administration system of private education sound.
5. The school running of private primary school is diversified
and its philosophy is to stress on unique characteristics.
6. The challenging problems the private primary school is
facing are that: a) It does not handle well the relationship
between retired and young teacher, between part-time and
full-time teacher; b) It does not handle well the
relationship between stable teacher and teacher who moves
frequently; c) It does not handle well its relationship with
public school in terms of competition and cooperation.
Based on the research conclusions above, this research raises several suggestions to the education administration, private education institution, private primary school, and those who are ambitious to engage study of Mainland education:
1. Stimulate private education development at a balance between
government management and market economy.
2. Push to regulate administration system and school running of
private education, and establish independent school
assessment system.
3. Establish philosophy of school running of private primary
school and implement policy that centers on student
development.
4. Set up unique characteristics of school running and improve
quality of administration.
5. Deepen the reform for school running and advance social
forces for school running according to the law.
6. Draw lessons from corporate management policy and improve
quality of school management.
7. Draw lesson from private school regulation from both sides
of the Taiwan Strait.
8. Could participate academic delegation for Mainland education
study, the result would be of value as reference.
