The Land Development Market of Mainland China and State:
a case study of Shanghai City.
Land development market of mainland China is the key subject of this study and we discuss the changing role of state and local government. By analyzing the urban governance structure of Shanghai city, this study attempt to probe into the critical power of district government in land development market. Paper are reviewed in it, which relate to the land development market of mainland China, in order to create hypotheses. In the aspect of state, some problems, such as too many development zones and the overheated of real estate market, cause the land development market out of control. Instead of the recessive role of state, the local government got much more power. In the aspect of Shanghai city, we concern about how local government use land resource to attract capital to permeate into urban built environment. In the process of economic development, Shanghai city government gave district governments much more authority, such as land leasing and urban planning, to accelerate economic development.
Basing on such analysis, three points of this research are especially worthy of mention in these following conclusion. First, the influence of state in the land development is getting reduced in the background of mature marketization. Secondly, by analyzing the industry structure and housing market of Shanghai city, we found that foreign capital is the critical element to establish present land development market of mainland China. Finally, the local(district)government is the most predominant role in the present land development institution that full of defects.
