On the other side, consumers are usually price takers in the market. In responding to Sustainable Development thinking, there have been more studies on the external cost of transportation sector in terms of whether the cost actually paid by the consumers can fully reflect the damages caused by pollution emissions, noise impacts, congestions, and accidents.
This study tends to establish a comprehensive and localized engineering calculation structure for full costing in the transportation sector. In this study, the full cost of Taiwan High Speed Rail was calculated and integrated with a uniform function unit in the concept of Life Cycle Analysis, and was compared with the full costs of domestic air transport, driving on express way and intercity buses.
Through this bottom-up approach with considerations of environmental externalities, a full cost of 4.4918 NTD/pkm is obtained for Taiwan High Speed Rail, which is the lowest one in comparison to other means of intercity transportation.
Full costing information generated by such a study can be provided to consumers for their decision-making. The absolute values of the full costs are not for the judgment of transportation sustainability. However, as long as the communication of such information can be good enough to change the consuming behaviors it can be considered as a mean of facilitating sustainability. It may be more straightforward to influence the consumer’s decision-making by internalizing the externalities with policy measures such as: subsidizing, taxing, and price differentiating. However, its extreme complexity and widely involved nature indicates intensive and in-depth studies.
