The study of organization reform about ROC Coast Guard / 我國海岸巡防機關組織變革之研究

碩士 / 國立臺灣大學 / 政治學研究所 / 92 / Taiwan, the Republic of China, government had been established the Coast Guard Administration, Executive Yuan (brief as CGA) on January 28th, 2000 for the purpose of unifying the authorization of coast guard affairs. The former Marine Police Bureau under the Ministry of Interior, the Coast Guard Command under the Ministry of National Defense, and the anti smuggling cutters of the Customs Bureau under the Ministry of Finance were reorganized into the CGA. As a result of building up so hastily and the CGA’s organization had being composed by those above departments. Therefore, the organizational structure has been designed separately between coast and sea section. The different vertical structure levels between coast and sea section. Incurring the difficulties of mutual communication and law enforcement cooperation. On the personnel system, the composed peoples from military, police, customs and civil servants had been adopted different Act suitable for their own. Making the chaos situation of multiple personnel systems. Since the above-mentioned difficulties about organization structure and personnel system, the CGA at its’ burgeoning phase had been timely initiated a project so call “the project of working together with one heart” to agglomerate each department’s synergy to face the problem more pragmatically and try to find the way to resolve. But there still have some problems, which were originated from organization structure and system level, need use organization reform approach instead of using administrative means to achieve the object of reform.
This thesis was applied the organization reform theory from Kurt Lewin and Gareth R. Jones to draw up the strategy of organization reform for the CGA. The first steps were diagnosis and analyze the CGA state quo, deeply studied the problems and solutions of CGA to sum up the system level’s problems that can not solve yet, to verify the requirements of CGA reform. Further more to compare with other advanced Coast Guard such as the United States and Japan their organization structure, manpower resource and equipment performance for the CGA’s vision planning. Due to the objects of CGA’s reform involved the aspects of reengineering the organization structure, establishing the personnel system and building up the advanced technical equipments, etc. Therefore, on the reform type, it will adopt revolutionary reform together with structure reengineering and cope with process reengineering and innovation reform methodology to conduct reform. However, not only the change amplitude of revolutionary reform was pretty high but also the resistance was strong. Therefore, it will fully understand how to reconcile the resistance and how to use the leverage of assistance, to let the assistance superior than the resistance to achieve
anticipated goal.
At last, this thesis had been submitted the proposed measures for the CGA organization reform, which include the following three sub-items: (1) the proposed measure of organization structure, (2) the proposed measure of personnel system, and (3) the proposed measure of technical equipments. Hope the above-proposed measures can be the reference for the organization reform of the CGA.
