A Study on the Development of Global Offshore IT Services / 全球境外資訊委外服務發展的研究

碩士 / 國立臺灣大學 / 國際企業學研究所 / 92 / The key objective of this thesis is o gain insights of the increasingly important trend of global offshore IT services where enterprises and IT service companies leverage the cost and skill arbitrage to deliver the IT services on the global basis. From the insights, the author hopes to provide useful information and recommendations to the IT services companies to better prepare for the impact of the offshore IT services and excel from the new delivery model.
Offshore IT services is not new to both the enterprises and the service companies, the tremendous growth in offshore IT services was fueled by the worldwide hot demand on IT resources to address Y2K issues and Internet boom. It is possible due to the technological breakthroughs in telecommunication and pervasive Internet usage which make cross-border collaborations on complex IT issues a reality. Now many enterprises, IT service companies have adopted the offshore or global delivery model. They expect not only cost saving but also the service quality from this model.
This thesis finds that the enterprises need to assess its readiness for offshore IT services before they jump into the engagement. There’re best practices for enterprises to reference to get the best value from the global delivery model.
As for the IT services companies, it is important to understand why certain countries developed the competitive advantages and why other countries did not. It is also important for the services companies to focus on the right competencies and build sustainable competitive advantage based on its current strength and market position, and leveraging the optimal offshore engagement model for the company.
