Last decade, because of the promotion of「Community Empowerment」by the Council for Cultural Affairs, many communities at the grassroots level have been interfered. How to change and seek sustainable development on cultural and industry aspects is a problem that many agricultural villages are facing. Realizing ways and experience of the community construction and interactions between every body that plays a part in are purpose of this research. Plus, through the POE and compare with different cases, we could review effects of remodeling of physical environment and process of the public participation.
Objects of the research are two agricultural villages：Chuanzaitou in Dongshih Township and Dingtugou in Shueishang Township, both of which are famous in CHIAYI county in recent years. Through gather documents, participatory observations and interviews, we could rebuild processes of the「Community Empowerment」, public participation in remodeling of physical environment, and interaction between profession and government. Moreover, questionnaire and interview could help us to understand the use of environmental facilities and acceptance with community people. The last procedure is compare with two cases.
The movement, “Remodel the Hometown─Chuanzaitou,” which held by the original inhabitants who reside out of hometown got grant-in-aid from the Council for Cultural Affairs in the process of community construction. Professional professors assist the community in embellishing environment by the way of participatory design. However, the masses didn’t have any channels for fulfilling the plan after it reached the blueprint stage. For a long time, the inhabitants did not build a way of collective discussion and decision for the movement. Although the community developed the homestay and sightseeing in rural village, it has not reached a consensus on this issue. Dingtugou is also a community construction that is responsible by local young men. In the beginning, all inhabitants participate passionately which not only enables to establish the mechanism of collective discussion and decision but also the basis of spontaneousness and mobilization. While the government departments didn’t want to be responsible for the task, plan of embellishing environment, which subsidized by the Council for Cultural Affairs, the community strived against the difficulties and accomplished the mission in the end. According to the survey, the remodeled items that finished by masses have better effect on utility rate and acceptance. Nevertheless, community does not have advanced exploration on following development of community and industry.
Expecting the spontaneous participation of the community citizen, there are also some other decisive factors, which influence the process of the community construction. Therefore, this dissertation recommends as follows: First, the community should include educating of talented people, brainstorming mechanism, and developing the characteristic industry of community as priority of the community affair. Second, the professional planning corps should play the role as assistants, not rulers, and consider the possibility of multi-domain composition. Third, the government departments shall prosecute the propagation of the idea of the「Community Empowerment」, the platform of integration established by the local government which provides the citizen to participate, the continuation of the plan, and the extension of participation stage. Finally, it would be the most efficient when all participant subjects could cooperate in all aspect.
