碩士 / 中華大學 / 建築與都市計畫學系碩士班 / 93 / The seacoast environment is extremely sensitive to changes, so it is an indispensable part to the integrity of Taiwan ecology system. Since the land resources in Taiwan are limited, in order to satisfy the demand created by the industrial growth, the seacoast development is essential and inevitable. However, over-development will cause an irreversible impact to the coasts, and its indirect influence will also bring great disasters to the ecological system and the geographical environment. Therefore, that how to find the equilibrium point between the natural, ecological environment and the social economical benefits has become the prior theme for policy-making discussions. If the coast development plan in Taiwan emphasizes on one single goal only, meaning that the policy makers decide whether they want to adapt or to abandon the plan merely based on the result evaluated by the analysts, then many improper land use plan policies will be easily made. On the other hand, a multi-objective plan allows multiple goals to be carefully processed when making policies, seeking for an agreement among these conflicting objectives, and providing more information or feasible plan for the policy-makers to decide which proposal is mostly acceptable under precise observation and evaluation. Paying great attention to both the ecology and the economical land use policy is what so-called a multi-objective planning method. On this basis, the research on Hsinchu City Coast, for example, constructs a mathematical model for the land use plan of the ecological environment in Hsinchu by manipulating the Multiple-Object Math Programming (MOMP) method. In order to improve the landscape value and the accuracy of the cost achievement objective function, the SBE and the Fuzzy AHP are specifically included to implement the model. At last, by using Compromise Programming in ways of multiple-object programming to proceed model solution, when under the balance and consideration of reflecting on different objects, it is obtainable to reach the best equilibrium point among each programming objectives such as species and diversity, economical benefits, landscape value and water, so as to determine the proper quantity of various lands for development, and to establish a reference basis for the land use of Taiwan coastal areas in the future.
