Abstract
This case study aimed to illustrate the effects of Promotion Law on Non-Government Education of People’s Republic of China on the investment intention of Taiwanese kindergarten practitioners. Eight Taiwanese kindergarten owners who had intention to enter or have had started business in Shanghai City were invited to join our survey. Semi-constructed interview was applied.
We found that (1) the Promotion Law could rarely encourage Taiwanese kindergarten owners’ investment in Shanghai, but only play the role of political announcement; (2) Promotion Law clearly regulated the competition in non-government education market and officially positioned non-government kindergarten as a legal institute for early-child education; However, due to the poor execution, Promotion Law failed to bring its expected outcome; (3) Since local government possessed not only the power to decide the flexibility for Promotion Law explanation and the extent of negotiation but also the right to audit, Taiwanese kindergarten owners tended to run their business moderately and pay attention to remain good relation to local government carefully; (4) Regardless of the risk on local government’s selective law execution, Taiwanese kindergarten owners still expressed high interest in investment in Shanghai.
