碩士 / 大葉大學 / 事業經營研究所碩士在職專班 / 93 / In these days of managing and planning for integration of decreasing profits and dwindling commerce, geographically, Taiwan is still in the superior ranking. However, under the strike of china’s huge economic magnetism, Taiwan is becoming less competitive year by year, even though the government is striving energetically to establish a Free Trade Zone (FTZ). Right now, the most urgent requirement is to discover the right strategies for establishing a unique position with limited resources, so that Taiwan can create the conditions for another economical peak within the fierce worldwide competitive economic environments.
This research utilizes the following analysis methods (a) bibliography, (b) interviews and questionnaires, (c) collecting professional opinions from industry, government officials and field specialists; its purpose is to analyze the internal and external factors on the FTZ cargo zone, in order to structure and plan management strategies. Then obtain five management targets and 18 strategies by Fuzzy Delphi Method. Finally, to combine FAHP in order to extract the priority strategy sequence and progress to the implementation of the strategies in the FTZ air cargo zones.
According to the conclusions from this research, we can deduce that the most important strategies for the FTZ cargo zone are those needed to create an efficient information and security organization, and moreover, to then enable integration and unity of the internal air, land, and ocean transportation assignments.
