Pilot Medical Treatment Privacy Attitude to Cure the Research of Behavior Influence / 飛行員醫療隱私態度對就醫行為影響之研究

碩士 / 大葉大學 / 國際企業管理學系碩士在職專班 / 93 / According to the statistics of Federal Aviation Administration of the United States, the causes of major aviation accidents in the past can be categorized into operational errors and mechanical failures. While studying further into the operational errors, the concept of human-centered aviation safety administration stands out. Therefore, how to effectively monitor pilot’s health condition without infringing their medical privacy becomes very important.
This research intends to discover through questionnaire survey the level of understanding of IC Card policy our national aviation personnel possess, and to further investigate on the potential influence on their attitude towards medical privacy and behavior for medical treatment.
The research results indicate that the personnel with higher grades on recognition of IC Card convenience, awareness of data stored and physical privacy, together with lower grade on psychological privacy, tend to use more frequently the IC card while looking for medical treatment. On the other hand, the personnel with higher grade on risk recognition tend to pay on their own the medical bills. Also, the personnel with higher grades on risk recognition, awareness of data stored and IT privacy tend to retreat from discussing personal health with aviation medical officers.
The role of aviation medical officers in aviation administration is contradictory in the sense that on one hand they play the role of a doctor, but on the other hand, they are in supervision position as long as regulatory administration is involved. This research brings to our attention that more emphasis should be placed on how to assure aviation personnel’s medical health while protecting their personal medical privacy to effectively maintain aviation safety.
