Therefore, the development of water resources is more critical than any other stages. Owing to the uneven distribution of precipitation, Taiwan is short of water resources. Thus taking the advantage of inexhaustible seawater has been adopted by the government for providing stable high quality and sufficient quantity of water supply. Meanwhile the government also promotes private participation in seawater desalination infrastructure to fulfill self-sufficient of water supply instead of relying on rainfalls.
This research provides a planned seawater desalination plant in Taoyuan as an example exploring the possibility of private participation and the effects of government financial burdens compared simultaneously to cases handled by the government. The results of this study are as follows:
1. To the private sector, the reimburseable BTO or OT models are attractive to participants, while OT is more favorable of the two. But both could increase government financial burden than any other models.
2. To the public sector, the non-profitable seawater desalination projects handled by government could reduce the deficit, compared to transferring those to private participation.
3. Seawater desalination project if involved by private sector will lead government to heavy financial burden under the same operation condition, no matter what differences of policies.
Obviously, promoting private participation in infrastructure projects is not necessarily a way to reduce financial burden of government. Therefore, it is suggested that the government evaluate deliberately the feasibility of seawater desalination projects by private participation, and consider to examine the reasonable water price to avoid getting worse for government finance.
