The most researches of knowledge management issues focus on using large-sized firms to be research sample, but little regard Agriculture Biotechnology Industry as the research objects. However, Agriculture Biotechnology Industry possesses both the characteristic of the medium- and small-sized enterprises and transition of industry, thus it is essential to investigate the above issues further. This study involves the issues including Knowledge-Based, Network Theory, Knowledge Management Performance and Knowledge Sourcing decision. This study views Knowledge-Based to be a construct for intra-organization, and it can be viewed as the process to properly estimate one’s own strength. In addition, Network Theory is a construct for inter-organization in this study, it can be viewed as the process to properly estimate one’s opponent. The Knowledge Sourcing decision process is formed by synthesizing the process of the estimate correctly one’s own strength as well as that of one’s opponent. Moreover, this study adopts the Knowledge Management Performance construct finally and accordingly to be the best Knowledge Sourcing decision mode. Through the finding of this study, in the aspect of Knowledge Sourcing activities, which with a good Knowledge-Based will significantly affect the activity of Knowledge Allocation and Knowledge Development; which good Network relationship will significantly affect the activity of Knowledge Deal and Knowledge Initiation. But it is very difficult to completely distinguish the relationship between knowledge sourcing and the Knowledge-Based theory from it between knowledge sourcing and Network Theory. Therefore, in the viewing of the practice, this research considers that medium- and small-sized firms not only strengthening one''s own advantage continuously, but also can emphases to consolidate key ability with external cooperation. Industry life cycle is changing constantly, Agriculture Biotechnology Industry goes through traditional agriculture, exquisite agriculture, and nowadays Biotechnology era, in the process of Agriculture Biotechnology Industry strengthens industry''s advantage, implementing industry''s cooperative network. It will be one of the important strength of promoting development in economy of Taiwan that Agriculture Biotechnology Industry.
