A Comparative Study of AdministrativeSystems in Cross-Strait Public Elementary Schools / 海峽兩岸公立小學行政管理制度之比較研究

碩士 / 銘傳大學 / 社會科學院國家發展與兩岸關係碩士在職專班 / 93 / In the eighties, both sides of the Taiwan Strait faced the tide of educational reforms at the same time. All the aspects of school administration, such as the connotations of administration, the relations of campus ethics, the structures of administrative authorities, the modes of administrative operation, the systems of leadership, the public relations of schools, have had a great deal of change. However, owing to the different ideologies, there still exist some school administration system discrepancies in cross-Strait public elementary schools. Through the analytic comparison of cross-Strait public elementary school administration, this study aims at sorting out the successful experiences and methods of school administration and providing educational workers with reference and lessons.
This study mainly depends on the analytic approach of literature and documents. The major purposes of this study consist in:
1. Comparing the educational beliefs and goals in cross-Strait public elementary schools in order to understand the guidelines of cross-Strait school administration.
2. Comparing the current duties of school administrative organization and the connotations of management in cross-Strait public elementary schools in order to offer cross-Strait public elementary schools concrete suggestions for the improvement in administrative systems.
3. Comparing the modes of school leadership system in cross-Strait public elementary schools in order to provide cross-Strait public elementary schools with reference for school administration.
Through the analysis of literature and documents, this study obtains the following conclusions:
1. After Taiwan area declared martial law ended, the party’s influence on education has gradually disappeared; however, Marxism, Leninism, and the theories of Mao Zedong and Deng Xiaoping are still the most important guidelines of education in Mainland China.
2. All the directions of interior system reforms in cross-Strait public elementary schools go hard toward school basis management.
3. In Taiwan area, the organizations of elementary schools gradually go toward open systems. On the contrary, in Mainland China, campus culture is self-contained and conservative, and the ideal of school basis management and the promotion of competition between schools are still to be waited for putting more efforts.
4. Compared with Taiwan, the organization of elementary school administration in Mainland China is much more simplified.
5. There are no perfect mechanisms and arrangements for eliminating unsuitable teachers on both sides of the Taiwan Strait.
6. In Mainland China, the autonomy of elementary school administrative organization is weak and still submitted and restricted to the organizations of the party and the government administration.
7. The educational reforms of elementary schools in Mainland China are heading hard for modernization, internationalization, legislation, and futurity, but in fact, they still can not sever their relations with the control and supervision of the Communist Party.
8. The school leadership system is called “presidential system”, but in the practical operation, principals usually send far and wide to invite the admonitions and adopt “collegiate system” on the policy decisions of more important issues in pursuit of democratic respect and campus harmony
