A Study of the Urban Design Guideline for Hai-an Road in Tainan City / 台南市海安路都市設計規範的研究

碩士 / 國立成功大學 / 建築學系碩博士班 / 93 / After the unsuccessful developmental project on the underground streets, the traditional established city center of Hai-an Road was in a predicament of losing fabric, ruining landscape, lacking public function, and economic recession. Therefore, the government adopted the urban design control to direct and regulate the redevelopment of Hai-an Road, using urban renew to induce the reconstruction of private buildings, and applying zoning code along with urban design guideline to manage and ensure the public environmental quality after the development.

 From the perspective of urban design, the necessary strategies and principles for improving the quality of public space and responding to urban environmental issues are explored. Moreover, the urban design guidelines for Hai-an Road are analyzed and commented based on the experience of previous studies and cases, as well as the overall suggestion for urban design review proposed by John Punter.

 The forming of urban design guidelines for Hai-an Road involves several factors such as the regulation forming system of urban design review commission panel, the pressure of time frame, and the involvement extent of general public. Besides, the development restrictions coming from the discontent of social reality were taken into consideration when the design guidelines were drawn up. Through data collection, interview, and literature review, the factors affecting the formulation of design guidelines and the implications as well as the problems behind the articles are analyzed. From the case study of Hai-an Road, the principles and strategies which need to be considered while establishing urban design guidelines are proposed. In addition, the essential urban design attitude and concept are established.

 Generalized from the experience of urban design guidelines for Hai-an Road. From the study of Hai-an Road design guideline, we find that the professional ability of guideline makers will significantly influence the scope and profundity of the guidelines. And the mode of residence participation indeed effects whether the guideline can specifically reflect the requirement of whole district. Nevertheless, hasty generalization of the guideline ,without extensive district research and upon limitation of district condition and desire of development, decrease the content and completion of the guideline. In addition, the mapping of planning vision, the consideration of environment issues, the contract of land-using and the selection between framework or standard control, all do influence the tendency of the code as leading or forbidding the district development. The basic control principles and strategies are shown below:

 First, carry out a comprehensive regional study and establish complete control thought.
(a) Construct explicit vision and bring up a specific blueprint to follow.
(b) Consider the environmental issues thoroughly—the aesthetical control is supposed to be one of the points but not the only one.
(c) Balance the control focus of public and private lands, and equilibrate the overall regional development.
(d) Give priority to principled control,supplemented with standard control.

 Second, construct a careful system with balanced opinions.
(a) Establish a complete system of committee selection, time frame, and responsibility differentiation among the members.
(b) Expand the involvement of the general public while establishing the guidelines.
