Multiobjective Planning on Land Use of Domestic Logistic Parks and Government Policy / 物流政策與國內物流專區土地使用之多目標規劃

碩士 / 國立中央大學 / 土木工程研究所 / 93 / In recent year, the logistics industry has developed rapidly, but it has been estimated that over 70% of lands and constructions for logistics are illegal. As a result, Ministry of Economic Affairs has identified the necessity of establishing a logistics park. However, if the impact of the size of the park on the connected road systems is not considered, it might lead to the imbalance of demand and supply between logistics parks and transportation routes and further cause serious traffic congestions in connected road systems. This study considered the traffic impact (level of service) of various logistics parks as a critical factor in the comprehensive evaluation of domestic logistics parks and applied Multi-objective Programming to construct an integrated model for the land use and connected road systems. Besides, Compromise Solution was also employed, in the consideration of trade-offs of various objectives, to gain the optimal balance among the cost of land acquisition, total traffic impact, and delivery distance, so as to find out the most appropriate sizes of land development for domestic logistics parks. At last, this study used the case in which operators provide proper areas as a logistics park as a practical example for analysis and further proposed that the policies for reducing the traffic impact on connected road systems have a considerable effect.
