A study of core competences of public relation for the professionals in Taichung harbor bureau / 港埠公務員公共關係核心能力之研究─以臺中港務局為例

碩士 / 國立彰化師範大學 / 工業教育與技術學系 / 93 / This thesis presents the results of an investigation into the public relations core competences of the official in Taichung Harbor Bureau. To achieve this purpose, some research methods such as document analyzing and questionnaires are used. First, this thesis probes into the related documents in public relations theory and core competence theory and analyzes out the public relations core competence content, and constructs the foundation of the questionnaire for this thesis. By randomly sampling, about 400 questionnaires are sent out via governmental mail and postal mail to the official in Taichung Harbor Bureau, and then statistically analyze the results of questionnaires.
This thesis carries on descriptive statistics, one-way analysis of variance (ANOVA), contingency correlation, and comes out with the conclusion as follows:
1.In four public relations roles of the official in Taichung Harbor Bureau, the entry-level workers concern about the role of media relations executants; the middle-level managers concern about the role of port management communicators; the executive officers concern about the professional role of emergency management.
2.Each level of personnel value the core competences of the public relations core competences include, the competence of enthusiasm and initiative, the competence of profession, the competence of dealing with contingencies, the competence of ethics and goal setting, the competence of problems solving, the competence of using electronics equipments, teamwork competence, decision making competence, expressing competence, the competence of recognizing emergency, the competence of communication and coordination, the competence of tackling emergency, the competence of social interaction, the competence of crises Strategic Analysis, the competence of team efficiency integration, integrate the competence that the team efficiency competence, the competence of problem posing and solving, the competence of learning, the competence of action, and the competence of inspection performance .
3.The lack of public relations core competence of the official in Taichung Harbor Bureau includes, the competence of pressure tolerance, the competence of enthusiasm and initiative, self-confidence and ethics, high-efficiency work competence, solve problems competence, the competence of using electronics equipments, the competence of social interaction, the competence of making consensus, the competence of communication the coordination, the competence of problem posing and solving, the competence of inducting information, and the competence of research techniques.
