Research of the Credit Farmer's Association System Reform--An Application of Policy Termination Theory and Content Analysis Method / 農漁會信用部體制改革之研究--政策終結理論與內容分析法之應用

碩士 / 國立東華大學 / 公共行政研究所 / 93 / This article engaged in the research of the credit department of farmers’ association system reform. The researcher utilized two approaches A and B to explore this policy issue. Therefore, the researcher divided the study into two sections: the part of policy termination is to examine the process of the policy reform; the part of content analysis is to revisit some facts presented in the contexts during the period of the policy reform.

First, termination is avoided in public policy and is an issue seldom raised in policy analysis, administration, or management literature. This article provides a distillation of the termination literature to: a) diagnose the reasons behind the reluctance to undertake termination; and, b) to identify the craft, namely those strategies and techniques meant to confront these motives and facilitate the termination process. An analysis of policy termination literature over the last 20 years shows that it is the nature of organizations and their tendency for maintaining stability, as well as costs--political, emotional, financial, or legal--that inhibit termination-related decisions.

Second, by collecting related newspapers information, this study uses the content analysis method to construct this policy agenda. The context analysis is to investigate the meaning of the signs in the newspapers. The author discovered three main frames, including: a) reform, b) elimination, and c) politics, and these frames were combined to explain and interpret how the actors or policy stakeholders re-build interaction strategies.

Finally, the analysis of this policy issue was conducted by synthesizing both theories and cases. The researcher presented conclusion and suggestions for future research of this policy issue.
