碩士 / 國立東華大學 / 環境政策研究所 / 93 / “Community planner” is one of the systems which is continuously being promoted for community empowerment in the nation. In 1992, Hualien County Government started the training program for community planner. The forth stages of this program is “homeland plan and community counseling” which require every student to go back their community or tribal unit to establish a working house to promote the community development as a proposal for their homework. The author is an assistant of a community planner and participates the operation process of skipjack working house in Yan-Liao. It is found: (1) not all the members of skipjack working house are the residences of Yan-Liao. However, they all identify themselves as a residence and concern about the development of Yan-Liao. Accordingly, all members of skipjack working house become parts of Yan-Liao community. (2) Community organization is a kind of community works and the process and substantiation of voluntary groups from residences on the basis of interaction, common advantages, issues, and purposes although the meeting and discusses and employing of outside resources to promote and achieve their common goals. (3) With the meeting and discusses, the skipjack working house coheres the community conscious and decides the common goals. Therefore, when the events and issues come out, they can organize and plan immediately to do what they should act. That is, according to the issues, different solutions are adopted.
The purpose of this research is to analyze the interaction between working house and its member in the process of operation on the basis of structuration theory. It is found that conscious establishment is the critical point for the process of establishing a community organization by residences. The working house members create an image of working house together during they convene to build a working house. The organization structures have been stronger with the participation and discussion of members. With the skipjack regulations established by working house, the acts of members have been promoted and limited leading to the more enthusiastic discussions. The operation of working house, therefore, becomes tighter. The establishment of working house is an expectation of community development of residences. It is hope through this working house, the environment improvement, the living along aged care, childhood memory finding, culture rooting in community, morality between people can be researched. This expectation will be achieved only when the working house is established. Motivation and regulation is necessary for the operation of working house, so that the members can continuously participate and motivate. Continuous participation and motivation is the roots of community operation. The working house is the result and process of action structured to establish the conscious of community development. With this conscious, the discussion and interaction have been processed. It also causes the conflicts between members. Once the opinions could not be accepts by the others, the member may choice to leave this organization. The working house, on one hand, creates an action type of members; on the other hand, it limits the members’ actions. These two forces have insidiously strengthened the existence of community organization.
