The Analysis of ITS Demands and Technical Supplies in the Military Transportation Units / 國軍運輸部隊智慧型運輸系統之需求與技術供給分析

碩士 / 國防管理學院 / 國防決策科學研究所 / 93 / Transportation is an extensive demand. For instance, administrative reinforcement in peacetime, wartime, combat supports, and military logistic support in wartime. All cannot be separated from transportation. Past researches found that Intelligent Transportation System (ITS) technical units were similar to troops command, control, and the platforms of communication system. Transportation technology and transportation management should be properly used under intellective transportation environment, and be integrated into a platform compatible to combat units. Based on high technology of software and hardware, transportation has been developing to build the foundation of military investment and troops arrangement from the aspect of functional demands.
The national armed forces are currently proceeding the “Jingjin Program” to coordinate logistic organizations. How should transportation force, a part of logistic power raised in national armed forces, develop, strengthen and invest? Owing to limited budget, the needs of armed forces cannot be contented if military investments are not to solve the questions from the aspect of what troops satisfy and need. Hence, military investment and forces foundation should firstly take what troops need in the future into account, and examine what conditions the armed forces might encounter in peacetime or wartime in the future, and then make a priority list and investment in order.
This research is from the system analyzing aspect to discuss supply and demand between armed forces and intelligent transportation system. We adopted expert interviews to gather troops demand, and decided concrete analyzing rules and related priorities by Analytic Hierarchy Process (AHP). Then, we adopted sequence using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to set sequential orders. This process is compatible to the rule of accident avoiding force in normal decision making, and is able to ensure decision making quality and select ideal technical priory to properly utilize limited national defense resources.
