Establishment and Application of GIS Disaster Prevention System for Northeastern Coast of Taiwan / 東北角近岸GIS災害防治系統之建置與應用

碩士 / 國立臺灣海洋大學 / 河海工程學系 / 93 / Taiwan is located at the west center of Pacific Ocean. There have many Typhoons hit this area per year at summer season and often caused severe damages in coastal zone. The aim of this study is to evaluate the properties of coastal disaster and induced mechanism of Taiwan Northern Coastal Area, included seawall hazards, waterfront structure failure, floods, scenic spot structure damages, and wetland view ecological disruption, etc.
The prevention disaster data bank of Taiwan northern coast is established by use of the Arc View. Beside generate the geographic of northern coast range, the related prevention disaster information are collected and integrated. The formats of data are included shp file, MapInfo system file, words file, and Excel file or html format from internet. This system of data bank are included natural environmental data bank, natural resource and ecological data bank, water depth data bank, traffic internet data bank, basic geographical data bank, prevention disaster data bank, and basic land data bank etc.
Based on the data bank of prevention disaster, the coast environmental information could be understood from coastal environmental geographic, and the situation of coastal line and exploration, such as time, kinds of disaster, space analysis, and programs discussion etc. And also collection related prevention documents of USA and Japan, based on the technology of the making supporting decision system of prevention disaster space, the GIS prevention disaster system of Taiwan northern coast is established.
This research is with the viewpoint of the ocean geotechnical engineering, jointed with the coastal topography, near shore depth, coastal structure and information of the coast hazards of Taiwan northern zone, the space analysis is discussed by GIS system. The potential of disaster distribution and caused of coast damages are evaluated. And expect to reach the coast disaster and prevention.
According to the establishment of GIS disaster prevention system in this study, the typhoon that influences this area has 2.3 times every year. The most serious typhoon path is route one. The nearby coastal area of the Bitou Cape and the Maoao are more dangerous because the topography of sea floor is relative steep, and the depth of water is relative deep, will often induce mad dog waves during the typhoon in summer season. And these two coastal areas are also the travel focal points around the northern corner. Therefore, how to prevent and reduce disaster are the most important programs. On the other hand, the coastal overflow and flood in I-Nan county, and coastal sea wall destroy by wane hit in Taiwan northern area are the valuable programs of disaster prevention. Based on the initial concept of prevention disaster of Taiwan northern coast, it would be useful of the GIS disaster prevention system in the future.
