A study on the development potential, benefit evaluation and management planning of angling on the Northeastern coast of Taiwan / 東北角海岸岸釣發展潛力、效益評估及其管理制度建構之研究

碩士 / 國立臺灣海洋大學 / 海洋資源管理研究所 / 93 / Taiwan is surrounded by the ocean, owing to the junction of many tidal currents, the ocean geographic environment creates a good fishing ground for anglers with various marine species and rich marine resource. Due to the lift of coastline ban, according to anglers association, it is estimated at least one million people are actively participate in on-shore fishing, and it is expected that this trend will growing fast than ever. In recent years, recreational fishery has become a major trend of marine tourism, and incidences of conflicts upon territories of fishing grounds and illegal fishing along the coastal, which could seriously damage the marine environment and resources have been found. Because of lacking marine knowledge and angler’s inappropriate behavior, including fishing at the dangerous area, unfamiliar of marine protection areas (MPAs), and a large number of waste and garbage etc., these activities not only dangerous to angler’s life, threaten to the fish population, it also damage the marine ecology and coastal environment. These issues are so important that advanced and comprehensive study are needed, especially we are now developing the marine tourism and the declaration of developing Taiwan from Island Nation to Ocean Nation. This research examined the impacts of angling on marine environment and fishery sustainability, a non-market valuation applied to value the socio-economic utility of recreational fishery and questionnaire designed to explore the potential of planning a charge or license management system on angling in Northeastern of Taiwan. We also examine the main stock of fish caught by anglers, their sophisticated behavior during fishing, public and angler opinions regarding fishing regulation, licensing, and charge system, and their responsibility for the environment etc.. Results of this research can help to improve the quality and safety of angling, to protect the marine resource and environment, to provide valuable information for related decision makers regarding angling, to establish a coastal angling data base for the price of permission, the size and number limit of catch, and references for the government to establish the marine affairs management and policies.
