A Study on Main Catch Investigation and Management Planning of Sain-Ou Recreational Fishing Boat / 深澳娛樂漁船主要漁獲調查及其管理規劃之研究

This study discuss the management and catches condition of recreational fishery in Sain-Ou Fishing Harbor. Using data provided from recreational fishing vessels in Sain-Ou Fishing Harbor, we carrying on catches and Cutlassfish statistics analysis, and then suggest the suitable management for fishery resource conservation and sustainability. The subjects of this study are recreational fishing vessels fishermen in Sain-Ou Fishing Harbor, and through the samplings survey and Fishermen Association interviews to understand problems confronted by local recreational fishery. Break-Even Point and SWOT are then used to analyze, and results as fllowings: 1. Fishing areas are different with seasons, summer nearby Keelung island, while winter are in Mian-Hua and Hua-Ping Islands. The main catches contain Cutlassfish, Dentex tumifron, Loligo edulis etc.; 2. Recreational charter boats carrying passengers for recreational activities, anglers mainly come from Taipei city. They choice Sain-Ou Fishing Harbor because of geography nearby and more choices on recreational fishing boat; 3. In recent years, due to the inshore resource depletion, professional anglers change to Mian-Hua Island, Hua-Ping Island and the Keelung Island ares from September to February; 4. In respect to management planning: (1) Recreational fishery activities should balance with the traditional business fishery to avoid collision disputes utiliziation resource and fishing vessels parking etc.; (2) Rueifang Fishermen Association and local fishermen can joint venture with recreational industry to promote overall economic benefits and recreational functions; (3) In order to achieve sustainable management, the recreational fishery activities development must value the ocean ecosystem conservation; (4) To match with the ecosystem of water living grows, anglers behavior, catches seasons, catch quota and species etc. should be regulated, and precision fishing statistics should be built up for long-term planning; (5) In addition, an economic evaluation on fish resource utilization, like Cutlassfish, and a design on coordination management under laws to decrease the mistake of inappropriat useis also an inportant issues.
