A Study on Key Factor of Influence on Shipping Safety Management / 影響航運業安全管理成效關鍵因素之研究

碩士 / 國立臺灣海洋大學 / 導航與通訊系 / 93 / Shipping industry is a transnational industry, with the characteristics of internationalization and high risks. When global economic development and trade capacity rise sharply, vessels have to undertake the heavy responsibility of trade. With the growth of vessel′s quantity and the trend of vessels’ maximization, maritime casualty has not been eliminated with improvement of marine science and technology. According to the statistics of UK P&I Club from 1988 to 2003, 6091cases of major claim had compensated 2,600 US million dollars, among those cases 62% were human error. Therefore, IMO (International Maritime Organization) realizes the seriousness and importance of maritime safety problem. As a result, IMO extends traditional safety management from the front management of vessels’ equipment, artificial operation and training, to the back management of administration, logistics and strategy through the injunction of ISM Code (International Safety Management Code), and establishes safety management system to eliminate the probability of maritime casualty caused by human factor.

This research uses Analytic Hierarchy Process (AHP) to investigate the key factor that influence the safety management effects on shipping industry. Through the usage of questionnaire, we could realize and hold the key factor to establish the safety management system of shipping industry. Moreover, we can ameliorate the problems and promote the effect of the safety management system in shipping industry.
