The 21th century is knowledge-based economy era, the concept of intellectual capital and learning organization has been developed in all enterprise. Unlike traditional performance assessment models are easier ignoring intangible assets value, intellectual capital research can help enterprise to reflect intangible assets value.
Therefore this thesis adopted case study with Keelung Harbor Bureau to study intellectual capital management based on the concept of Balanced Scorecard (BSC) and find that through assessment criteria of BSC can strengthen intellectual capital management. The BSC is also helpful to implement the organizational strategies and promote the value added operations. Strategy rewarding system really bring some kind of incentive effects. By given reward, according to the draft of scorecard prepared by this research will encourage staff bring up new proposal in order to creative port competitiveness.
We believe that intellectual capital will be next optimum tool of promote enterprise competition ability in the future.
