Reassignment of Berthing Time-windows / 延遲定期船靠泊專用碼頭時間窗重置之研究

碩士 / 國立臺灣海洋大學 / 航運管理學系 / 93 / The punctuality of ship sailing schedule is always paid more attention by the liner shipping company. When ship could not arrive to or depart from a certain port as the timetable, the carrier has to execute some countermeasures to adjust ship schedule in order to absorb the existed delay as soon as possible. This study focuses on the dedicated container terminal for a carrier to explore how to reallocate the berthing time windows in delay situation to minimize the total delay of impacted ships under the requirements of schedule control policies of the liner company. Normally, the berth positions are not too many in the dedicated terminal and are continuous quay wharfs. Under the assumption of that berthing ships are all satisfied the draft limitations, this research respectively develop the single and multiple berths models with minimizing the total delay for reassignment of berthing time windows for concerned ships. The former is simpler for only considering the assignment of berthing sequences. However, we replace the nonlinear constraint into the linear in the latter one for reducing the complexity of solving.
We used the commercial optimization software OPL to analyze the real-world case from wharf No.70 in Kaohsiung harbor. In the single berth model, we consider the situations of delay happen on one or two ships. The results show that the objective values increase with delay hours of the singles ship. Meanwhile, the ocean going routes are indeed assigned to berth with higher priority as same as the concept of the practice. Furthermore, we also implement the sensitivity analysis of the multiple berths model on the length of the berthing position in 24 hours delay except the same instances in previous tests. The results show all of ships can be moored right away at arrival while the length of terminal berths becomes double. These models cannot only provide the shipping company to estimate total delay at terminal but also assist her to plan the countermeasures for delay ships.
