Taiwan is an island country surrounded with oceans. Most of the international

commerce rely on sea transportation. In these years, in view of the enlargement of

container vessel size and the competition among international ports, shipping carriers

pay more and more attention to berth windows and expenses occurred.

PORT TARIFF is charged by port authority from shipping carriers for using its

facility and stevedore. The reasonable port tariff is not only to enhance the

competitive capability of ports, but a target guiding the ports to a better working

efficiency.

In order to analyze whether shipping carriers will adjust their window berthing

time and activities according to the different dockage fees and additional charge for

nighttime/holiday work, writer collected the berthing and unberthing data in

Kaohsiung port respectively and made a research based on different vessels, i.e. cargo

vessels, container vessels, bulk carriers and oil tankers (including chemical tankers),

by Chi-square test for goodness of fit.

The result of the aforesaid analysis shows that shipping carriers’

berthing/unberthing activities are indeed closely bound up with the port tariff of the

dockage fee and the additional expenses for nighttime/holiday work. It proves that

Port Tariff is an important factor, for which, Shipping carriers adjust vessel calling

time for profit concerned in accordance with rate level.
