Study on Constructing Fishery Sustainable Development System for Mackerel Purse Seine Fishery in Taiwan / 台灣鯖鰺大型圍網漁業建構永續發展指標系統之研究

This study attempts to establish the sustainable fishery development indicators systems (SFDIS) for the mackerel purse seine fishery in Taiwan according to the FAO Technical Guidelines for Responsible Fisheries, the experiences from the countries establishing SFDISs, and the characteristics of the fishery in Taiwan. The results are summarized as follows:
1. The concept of sustainable use and development has been standing for a long time. The more consideration to both of development and the nature protection people give, the more sustainable people will develop. Sustainable development not only has become a major and required issue around the world, but also has been a common goal for every country. The fishery is the main food source of protein for human, thus it is urgent to sustain fisheries development. In order to understand the fishery’s status, a fast, practical and effective evaluating system-the SFDIS are essential.
2. Public participation is a key factor to establish a SFDIS. If the public is involved to establish the system, it may be easy to earn the public support for the evaluating results, and then promote the management in the future.
3. For establishing the SFDIS, the most difficult task is how to select representative indictors and how to acquire data resources of indicators. In other words, there shall be a basic database for long terms.
4. The mackerel purse seine fishery is one of the most important fisheries in Taiwan. However, the some problems encountered in the fishery include (1) old vessels, (2) competing fishing, (3) lack of fishing stuffs, (4) lack of resource and fishing grounds, (5) the unbalance between production and marketing.
5. This study establishes the SFDIS for the mackerel purse seine fishery, and the selected indicators are all representative, feasible, acceptable and comparable. Moreover, the framework of the system includes ecological, economic, social and institutional dimensions, and there are many different criteria under the framework. Next every criterion is followed by 1 to 3 indicators. Finally, there are totally 17 indicators included in the system.
6. The SFDIS well shows the status of the mackerel purse seine fishery, and the first highest peak is observed in 1997 and the second peak is observed in 1999. In sum, the fishery’s trend is toward to sustainability in the recent 5 years.
7. Economic dimension is still the major one that fishermen care mostly, and the second is ecological dimension. According to fisheries administrative stuff’s views, the three aspects are all average high. In which, Ecological dimension is higher and next is Social dimension. As the specialists’ view, ecological dimension is the most important, and next two are social and economic dimensions. Therefore, it is essential to adjust the importance according to the stakeholders’ view.
