碩士 / 國立臺灣海洋大學 / 環境生物與漁業科學學系 / 93 / In order to cope with oil pollution, the “1978 International Convention for the Prevention of Pollution from Ships(MARPOL)” and the “1990 International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC)” both require the contracting countries of establishing a marine oil pollution emergency response system. Due to its geographic location, located at the juncture of marine transportation in East Asia and surrounded by sea, Taiwan’s shipping business has been prospering. The risk of getting marine accidents, as well as the oil spill come after, in the nearby area increases accordingly. With the determination to protect the marine environment, The ROC government passed the “Marine Pollution Control Act” on November 1st, 1990, strengthening its ability in handling oil pollution. Prior to the completion of the responding system, however, a Greek-registered ship, the M.V. Amorgos was grounded and caused serious oil spill offshore the Kenting area on January 14th, 1991. The Executive Yuan made public the “Major Marine Oil Pollution Emergency Response Plan” thereafter on April 10th, 1991. Seminars consisting of scholars around the world were held to discuss the related issues.
After the plan going in effect for 3 years, the ROC’s emergency response system still has room for improvement in terms of organizational framework, enforcement, and training, due to the hurried setup. This article will be taking into account not only the emergency response systems in Taiwan but also those in other countries such as the Britain and the U.S., and making comparisons between them. By learning from other’s experiences, we hope that we’ll be able to improve our emergency response capability, and therefore to reduce the risk of oil pollution.
