This study uses Fuzzy Hierarchical Additive Weighting Method (FHAW) to construct the sustainable development indicator system for the sergia lucens fishery in Tung-Kung.
The framework of the system is based on ecological, economy, social and institutional dimensions. Furthermore, the members of production and marketing group, fishermen association stuffs, fisheries administrative personnel and specialists are involved to evaluate the weight of its dimensions, criteria, and indicators and the importance of the indicators in order to construct an appropriate sustainable development indicator system for the sergia lucens fishery in Tung-Kung as the main purpose in this paper. The results are as follows:
1. FHAW can be well applied in the construction of the sustainable development indicator system for the sergia lucens fishery in Tung-Kung.
2. The nineteen indictors selected, except subsidy, are all considerably representative in this study.
3. The system obviously shows that the institutional dimension is towards sustainability. However, the other three dimensions are towards unsustainability, expect “price” in economic dimension and “accident rescue” in social dimension.
4. The sergia lucens fishery in Tung-Kung appears positively sustainable and the strong sustainability is observed in 1998 and 2003.
5. Both the amount of fishing vessels and the fishing effort of sergia lucens fishery in Tung-Kung are over the resource’s carrying capacity overestimated. The key reason to let the fishery has a good operation is the good price. Once the price declines, the fishery’s sustainability may be impacted seriously.
