碩士 / 國立臺灣海洋大學 / 應用經濟研究所 / 93 / Since Taiwan joined the World Trade Organization (WTO), fishery industry facing the unprecedented impact and challenge. In accordance to these changes, the Fishery Agency, Council of Agriculture actively impels the new style fishing village policy for multi development of fishing community,giving an impetus to promote overall fishery economy and the prosperity of fishing village. Formerly, the system new style fishing village emphasized on hardware fishing port engineering construction,now it focus on software construction and community development, and then communities co- management and development renaissance. Thus, overall of this study aims at the fishing community spirit, discusses the effect of inducting it to fishing community, specially emphasizes the sustainability of fishing village, and the planning of environment friendly projects to the fishing village. Hope these can excavate the fishing village humanities and community mutual recognition foundation, and hope it carries on the value added, maintain the sustainable use of natural resource, and creates the region charm of fishing village style.
This research summaries the implementation achievement and the self-criticism reports of related community renaissance. Moreover we evaluate the development policy which contains the new hometown community build plan, and the Executive Yuan’s 2005 “six stars plans”. Questionnaire and survey responder’s views on the present fishing village community are analyzed. The empirical results show key impacts of community renaissance are: consider the difference between city and rural, actively care the natural characteristics, consolidated the exist village human sentiment network, to create the appropriate public facility. In addition, this research draws up suitable development way and key aspects for fishing community, and expect these can assist the development and operation fishing village. Finally,this study to construct a suitable three-party management mechanism for the government, the industries and the community.
