The Study On the Dispatching Scheme for Maritime Search And Rescue in Taiwan / 海上搜救體系派遣機制之研究

the “Taipei Rescue and Co-ordination Center” to ”National Rescue Command Center” on July 24th,2000 for maritime accident rescue .The topic of the research is Search and Rescue region. Include airplanes、 maritime ships、air and Maritime resources and so on dispatching and outcome conditions that happened in 1999-2002 year.
Knowing by the research, 608 cases maritime casualties in four years.
The personnel wounds and illness are the worst and the twist problems are the least. During the four years , most accidents happened in 2000, but less in 2002. the autumn are the worst and the spring are the least in the season . the fish boat are the worst and the motor vessel are the least in the ship kind. The dispatching rates of maritime and air resources ,Other kinds boats dispatching rates for 5.11 times/case , Homelands nationality dispatching rates for 4.27 times/case, Daytime dispatching rates for 3.75 times/case , Winter season dispatching rates for 4.21 times/case and In our search and rescues areas dispatching rates for 4.51 times/case。Another maritime casualties dispatching outcome by mean of sea police outcome occupy 44.68%for firsts of all , the second is the airs forces outcome occupy 18.33%.
According to the research , the suggestion is establish a ocean affair organization and build a national maritime affairs information and first-aid system and experts database to protect people’s lives and properties.
