A Study on Prevention and Suppression of Acts of Piracy and Armed Robbery By Ships’ Seafarers / 航海人員對船舶反恐防盜機制之研究

碩士 / 國立臺灣海洋大學 / 商船學系所 / 93 / Besides the ship structure, navigation equipment, crew quality, ship management and meteorological which may affect the navigation safety, the acts of piracy and armed robbery has become a new significant threat.
For this reason, the International Maritime Organization (IMO) had adopted series of resolutions against the piracy and armed robbery. A lot of recommendation circulars providing the measures of anti-terrorism and piracy-prevention were widely spread by the Maritime Safety Committee (MSC) for reference over the flag-nation, costal government, ship owners, operators, masters and crews.
The “911” event prompted the adoption of No. A.924(22) resolution by IMO, requesting harder efforts on the anti-terrorism activity by international societies.
This essay is aimed at a study of the above-mentioned resolutions and circulars as well as cases of piracy act and armed robbery reported by the International Maritime Bureau (IMB). The studying method including data collecting, editing, analyzing, which will modify by different circumstances. It comes to present some measures in reducing the risk of piracy and armed robbery, and to keep navigation safety.
