Digital video surveillance systems have been applied for many years on the land. We can see it all the time on the communities、schools、banks, and buildings etc. Surveillance system can be used for finding the original condition and evidence for many facts. For this reason, some countries put it into an important position. The police in Taiwan also find the key clues to solve a criminal case by this system frequently.
Today, ships use the Voyage Data Recorder (VDR) to recode the voice from bridge and voyage information which is similar to the Flight Data Recorder (FDR). After the collision accident, Voyage Data Recorder can provide the data and information which is possible to reconstruct the condition as the FDR.
Ying Ming Line built a 5551 TEU ship with Digital Video Surveillance System on board in 2002. The main purpose is to watch the cargo operation. In this thesis, Digital Video Surveillance System is studied for watch keeping, and it is expected to record a complete process of collision case to avoid the misjudgment from the insufficient data and information.
