碩士 / 國立臺灣海洋大學 / 商船學系所 / 93 / This study focuses on the liabilities of major oil spills. First, it discusses how to determine the damage compensation for the victims of the spills based on international regulations, local government regulations and compulsory insurance/funds. Second, the study will tackle on the insurance P&I club for the ship owners as well as the club’s relationship with international and local officials that monitor the spills.
The study includes comparisons on the different local government regulations and compulsory insurance policies. Through the advantages and disadvantages of those examples, we hope to improve our country’s laws and regulations when dealing with oil spills and other marine environmental issues. After all, it is our responsibility to preserve the whole ocean ecosystem.
