The Design and Application of Evaluation Model for Transit-Oriented Development in Metro station areas / 捷運站區大眾運輸導向發展評估模式之建立與應用

碩士 / 國立臺北大學 / 都市計劃研究所 / 93 / From 1950 on, the traffic problems have been getting serious when vehicles were used widely. The large possession of cars for individuals has also caused some problems in Taiwan, such as congestion and air pollution. To develop transit system and reduce the use of cars, therefore, became the trend of planning in cities. Based on the concept, “Transit-oriented Development, TOD” was presented as an important tool which was emphasized as the use of public transportation. Metro system characterized as high speed and capacity is able to provide efficient service. Therefore, the planning style of guiding the development in the areas which surround the station is taken in high esteem.

Although TOD is recognized by planners, it’s still hard to know if the station area is accordant with TOD principles. This problem causes it hard to obtain the definite condition when doing review or revision on original plan. If the suitable model can be developed to reflect the TOD degree in station areas, the future urban plan will be enacted properly according to the evaluated result.

The purpose of this research is to develop a model for evaluating TOD degree in Metro station areas. The author categorized criteria by literature review and decided weights by expert survey and Analytic Hierarchy Process (AHP); then, for multiple criteria evaluation work, the author developed the model in the use of Technique for Order Preference by Similar to Ideal Solution (TOPSIS) which excels at integrating quantitative criteria and ranking alternatives in relative order; meanwhile, for the criteria performances hard to be measured precisely, the author joined “grey number” in the model to design Grey TOPSIS. Then, to check out the practicality, station areas located in residential community were chosen as study cases and the evaluated result could be used as consultation for decision making.

In this research, the conclusions are made below. First, TOD evaluation criteria were discussed under five aspects. Second, TOD evaluation model was developed for planners to measure TOD degrees of station areas. Third, according to case study with 5% grey degree, the rank of five stations in sequence is Xinbeitou, Qiyan, Qilian, Fuxinggang and Zhongyi. Based on the evaluation results, development strategies were recommended. Finally, the author made sensitivity analysis by adjusting grey degree and found that the grey degree of output is larger than that of input; meanwhile, adjustment of grey degree has sort of impact on evaluated result. As a result, grey number provides elasticity in evaluation but need to be cautious when using it.
