碩士 / 世新大學 / 行政管理學研究所(含博、碩專班) / 93 / This study targets on agencies of Coast Guard Administration – Maritime Patrol Direction General, Coastal Patrol Directorate General and staffs of local coastal patrol bureaus. Through questionnaire surveys and in-depth interviews it gathers data, and through descriptive and deductive statistics it examines the relationship among reform perception, organizational promise and reform attitude pertinent to coastal patrol personnel in the face of organizational reforms. Research findings indicate:
1. Partial significant discrepancies are noted among staffs of different attributes in terms of perception of organizational reform.
2. In terms of perception of organizational promise, no significant discrepancy is noted among staffs of different attributes except work area.
3. Partial significant discrepancies are noted among staffs of different attributes in terms of attitude toward organizational reform.
4. Positive correlation is noted between staffs’ perceptions of organizational reform and organizational promise.
5. Correlation between staffs’ attitudes toward organizational promise and organizational reform:
A. Positive correlation is noted between “value promise,” “effort promise” and “job security promise” of organizational promise and “support of reform” of attitude toward organizational reform.
B. Negative correlation is noted between “value promise” of organizational promise and “doubt of reform” of attitude toward organizational reform.
C. No significant correlation is noted between “effort promise” and “doubt of reform.”
D. Positive correlation is noted between “job security promise” and “doubt of reform.” But the impact of “doubt of reform” on “job security promise” is less significant.
6. Correlations between staffs’ perceptions of organizational reform and attitudes toward organizational reform:
A. Positive correlation is noted between “reform effect” and “benefit protection” of perception of organizational reform and “support of reform” of attitude toward organizational reform.
B. Negative correlation is noted between “reform effect” of perception of organizational reform and “doubt of reform” of attitude toward organizational reform.
C. No significant correlation is noted between “benefit protection” of perception of organizational reform and “doubt of reform” of attitude toward organizational reform.
According to outcome of empirical research, this study proposes recommendations for coastal patrol agencies and staffs, as well as researchers who plan to engage in follow-up studies.
