Selection of Recreational Fishing Port by Using Fuzzy Multiple-Criteria Decision-Making Method / 休閒漁港遴選之模糊多準則決策模式

The government has been promoting “The Challenging 2008-National Development Major Project” which regards both the development of recreational industry and creation of sightseeing resource as important policies. At this moment, the recreational fishery should take the opportunity to shift. The fishing port is the producing area of ocean fishery and the recreational fishing port is the development corpus of the recreational fishery. How to estimate deliberately about the changing fishing port from tradition to recreation and the recreational fishery association of the fishery development and leisure activities is the important policy for changing fishery management model. In Taiwan, there are more than two hundreds traditional fishing ports and most of them want to shift to recreational one. Because of the limited budget, it will waste money and manpower if lacking of perfect evaluation model for selection of recreational fishing port. Hence, in this study, we proposed evaluating criteria to prioritize the fishing port transformation. However, the establishment of recreational fishing port involves multiple criteria. These criteria are usually un-quantifiable. Besides, rating of alternatives with respect to different criteria is often subject to human thought. In this paper, we design a model for selection of recreational fishing port based on fuzzy multiple-criteria decision-making method. The triangular fuzzy number is used to represent linguistic term that is utilized to evaluate the weight of criteria and rate alternative. In the proposed model, we establish the decision matrix for selection of recreational fishing port, and then we use the improved TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method to decide the priority of alternative candidates. This decision model can help the government to make decision on selecting the most suitable solution from many traditional fishing ports.
