Analysis on PRC sea power Development in post Cold War Era. / 後冷戰時期中共海權發展之研究

碩士 / 淡江大學 / 中國大陸研究所碩士在職專班 / 93 / The PLAN, since its establishment in 1949, has been preoccupied by the concept that “the navy is a supporting force for the army and servesmainly for China’s southeast coastal defense ” due to many threats from the land. In May 1996, the PRC ratified the UN Convention on the Lawof the Sea, and declared 200 nautical miles EEZ. In a Navy partyrepresentatives assembly, former PRC President Jiang Zeming alsoemphasized the importance of further build-up of naval power. It isobvious that the PRC has become aware of the significance of Ocean to its economic and military development.
Alone with the collapse of former Soviet Union in 1990s, the first Gulf War, Kosovo Crisis, Afghanistan War and the second Gulf War, the global strategic situation has transformed into China-US political and military confrontation. Realizing the goal of becoming a 21st Century power, PLAN has transformed its strategy from “coastal defense” to “offshore defense”, changing the defensive strategic thought that destroys the enemy on the coast and expanding the coastal
viewpoint into the high sea strategic thought to independently cope with the local war within 200 nautical miles. The purpose is not only to protect China’s interests in coastal area and overseas strategic resources, but, more importantly, to grow up into an Asian power in next century. For example, the incident of PRC Han-class submarine sailing through the first island chain shows her strategic goal of the expansion of seapower.
On the viewpoint of military, it is extremely difficult for ROC Navy to compete with PLAN on the matter of quantity, but she enjoys some advantages over quality. Responding to the maritime military threats posed by PRC, ROC’s naval strategy development shall be aimed at grasping the sea command, creating local superiority, and fully unleashing the power of joint operations to eliminate PLAN’s combat power, as well as supporting the completion of the strategic goal by using of mobile, small, hi-tech and high-performance combat power of surprise attack in order to ensure the security of Taiwan Strait. On the viewpoint of national strategy, the naval strategy shall be aimed at forming a common body with regional nations based on the concept of power balance, and integrating the might of politics, economy, military and psychology to prepare for the combat readiness of ROC Armed Forces.
