However, the lack of commercial value of the educational aspect may induce the contractor to neglect the educational facet in favor of the pursuit of profit. But the essence of a museum is to provide an institution for education, rather than just exhibiting objects. So the balancing of the delicate equilibrium between the education function and the subletting is the major issue that the museum authority is going to encounter. Therefore, my thesis using the original case of National Museum of Marine Biology & Aquarium (NMMBA)is an analysis of our nation’s first partial subletting case, focusing on how best to properly oversee the educational function of a museum.
Insight into the working of this museum was gathered from its education-related documentations, minutes from each meetings, contracts and interviews with museum authority and Hi-Scene World Enterprise Co. LTD’s (HSWE)management staff to understand HSWE’s corporate strategies and present operational status. In addition, visitors were surveyed on their experiences with the museum, particularly regarding the contents of the “Water of Taiwan” and “Coral Kingdom” exhibits.
According to investigation and analysis on the Museum’s partial subletting of exhibition halls, popularly regarded as the salient features of the museum’s education functions, the museum authority has not relinquished promotion of education activities such as temporary develop activities as well as annual, large scale education promotion activities in conjunction with National Museum of Natural Science(NMNS) and National Science and Technology Museum(NSTM)Despite the lack of manpower and complete professionalism, their goal of promoting scientific education is mutually relevant. Therefore, the scientific education group not only applies their education philosophy to business development, but it has not neglected the education mission either. Furthermore, in order for museums with partial subletting to fully realize their education functions, proper supervision must be established. However, this aspect hinges on the thoroughness of a contract and the contractor’s willingness and ability to execute the terms of the agreement.
From various visitor interviews, it is discovered that the extent of realizing the museums’ education missions depends on the following factors: maintenance of the exhibit, correctness of the exhibition content, and quality of visit/tour. These factors have been in relative neglect by HSWE even though the museum authorities have frequently emphasized and communicated these considerations to the contractor for attention and proper execution.
If the contractor can really carry out the contract thoroughly, the museum authority will be able to reach its principle goal to meet the public visitor’s expectation on this museum. At that time, we can achieve a mutually beneficial situation for the museum, contractor and the visitors to be in a state of completeness and correct operation.
