碩士 / 逢甲大學 / 建築與都市計畫所 / 94 / The Taichung Harbor Urban Planning District was initiated by the Taiwan Provincial Government and staffed by a Joint Development Committee (JDC). It was also seen as one of the paradigms of Taiwan’s new town plans, modeled after western examples. Development of the new city was deeply influenced by historical background and national policy in the past thirty years. After functions of the Taiwan Provincial Government was frozen in 1999, administration of the Taichung Harbor Special Plan was transferred to the Taichung County government, a shift of central control to local control.
Development of the town center, key to the New Town Urban Plan, has been put off for more than thirty years. A sign regarded by most critics as fatal to the execution of the original Urban Plan. This study takes up an in-depth review of historical documents from JDC’s archive as well as interviews of key participants in the JDC’s hey days. The research reveals that transfer of power from the Provincial to County government may not contribute much to the decade-old development issues, but do shed some lights on the development of the town center. It is concluded that local determination might be key to the realization of the Taichung Harbor New Town Plan, a factor not found in the JDC period.
