An Assessment Model for Implementing the TOD Strategies in the Rapid Transit Station Areas-A Case Study of Taichung Metropolitan MRT System / 大眾運輸導向發展站區評估模式之研究-以台中都會區捷運運輸系統為例

碩士 / 逢甲大學 / 都市計畫所 / 94 / In recent years, the transit-oriented development (TOD) concept increasingly becoming a mainstream trend in urban development and urban design. The ultimate objective of TOD lies in restoring the urban space back to an environment suitable for humans to live with the equitable yield derived from land utilization and transport integration. The study, taking to two discerning perspectives of a sustainable development and TOD, has identified MRT station’s impact factors in TOD using the Delphi method by dividing it into three major aspects comprising of 12 evaluation criteria; and to derive the weighed ratings for the indicators using an analytic hierarchy process (AHP) expert questionnaire, focusing on planning the station areas of the Taichung Mass Rapid Transit System currently under development as the validation subjects with which to evaluate the Taichung MRT station areas through a grading system for assessing the required impact level and environmental factors for evaluating the MRT station sites incorporating the TOD concept.

1. The three perspectives in the evaluation framework established by using the Delphi and AHP research methods show environmental sustainability takes precedence, followed by social sustainability, and trailed by economic and financial sustainability, reflect a uniformed emphasis of experts from the government and private sectors toward environmental sustainability.
2. In terms of the overall integrated weighing, the top five evaluation criteria that need to be take into consideration are sequentially ranked as, the integration of the mass rapid transit system; the pedestrian-oriented urban design; the financial mechanism’s sustainability; the reduced impact to the natural environment; and the development of space for car park. Among them, environmental sustainability has accounted for two categories, social sustainability for two categories, and economic and financial sustainability one category.
3. Findings derived from the validation assessment showed that the environment as a whole, the promotion of a transit-oriented development focus for the G9 station would warrant benefits to the station’s environment; in terms of all criteria, the criteria of integrating the mass rapid transit system, and the pedestrian-oriented urban design environment are found to be positive, while cutting down the operating cost and ensuring a financial mechanism’s sustainability remain the areas that need to be stepped up.
