碩士 / 佛光人文社會學院 / 資訊學系碩士班 / 94 / This study focuses on how to establish the capabilities of submarine cable laying, operation and maintenance in Taiwan, in order to evaluate the feasibility of introducing Taiwan’s own cable ship.
Today, almost 95% of international telecommunications in Taiwan relies on submarine cables (and not satellites), and the demand for international communications bandwidth is increasing rapidly due to the popularity of Internet. Consequently, the construction of new international submarine cables around Taiwan is booming in recent years.
Although we all know that submarine cable is the foundation of national telecommunications and information technology infrastructure, Taiwan so far don’t have its own submarine cable ships, and all the submarine cable constructions are outsourced to foreign companies. As a result, while Taiwan has a great demand of submarine cables, yet the technologies associated with undersea cables and maritime engineering can’t be developed locally. In view of this, in 1999 the “Science and Technology Advisory Group of Executive Yuan” requested the “Ministry of Transportation and Communication” to recruit all relevant units to jointly study the feasibility of establishing submarine cable ship technologies. Unfortunately, this research project was abandoned later due to the extremely high cost of submarine cable ship construction.
After 6 years, the cost of submarine cable ship construction has gone down dramatically. At the same time, demands for submarine cables continue to grow. Given this new environment, this study continues the evaluation from the following aspects: national defense, marketing, financing, technology and human resource, management, and international cooperation, of the feasibility of introducing Taiwan’s own submarine cable ship, and hopefully contributes to Taiwan’s submarine cable and maritime engineering industry.
