A Turnover Intension Study for Military Personnel of the Coast Guard Administration / 海岸巡防署軍職人員離職傾向之探討

碩士 / 華梵大學 / 工業工程與經營資訊學系碩士班 / 94 / In compliance with the overall operational mechanism including the national policy of maritime affair, the enforcement of coastal law and the guarantee of marine security, etc. Coast Guard Administration, Executive Yuan was established on 28 January 2,000. Coast Guard Administration carries out the mission of smuggling detection, criminal investigation, security inspection, coastline control and surveillance to maintain the overall national security efficiently.
To meet the requirements of special mission, most of the military staffs in Coast Guard Administration have to be on-duty for 24 hours that leads to irregular days-off. That is the reason why the basic level staffs constantly quit their job. This causes the phenomenon of outstanding staffs’ resignation and affects profoundly the normal tasks of coastal patrol. The research, therefore, is focused on finding the key factors of staff resignation.
The goal of research refers to three major factors–working satisfaction, working pressure and organizational commitment in organizational behavior theory which are related to staffs’ resignation. The research analyzes correlation to their variance so that we can find the countermeasures to decrease the rate of job quit. Meanwhile, human affairs department in the organization can construct feasible organizational management and policy planning of human resources by considering these factors.
This research mainly adopts the questionnaire survey to investigate how military staffs’ working satisfaction, working pressure and organizational commitment are related to the tendency to their resignation. The research takes standard steps of questionnaire design, test and collection.
The research discovers that working satisfaction of the military staffs in Coast Guard Administration has negative effect on the tendency to their resignation, but working pressure has positive effect on the tendency to their resignation. Therefore, I propose some ways to promote the working satisfaction, make organizational commitment and reduce the working pressure in order to decrease job quit and improve national security.
