Analysis on The Influential Factors In The Capability of Self-Made Traditional Submarine / 傳統潛艦國造能量影響因素分析

碩士 / 義守大學 / 管理研究所碩士班 / 94 / It has been 5 years passed since the Government of United States agreed to sell 8 traditional diesel-electric submarines to R.O.C. in April of 2001. That whether the purchase of armed forces could come to a reality still remains much uncertainty. There is a possibility to have self-made submarines instead of buying them from other countries. This research aims to discuss the influential factors of self-made submarine. Besides the analysis on the pattern of how to obtain submarines, this paper also focuses on the correlative capability of industry, academy, research and user in self-made submarine, and I collect and probe into the opinions of experts and scholars widely, through SWOT analysis, questionnaire survey of “Delphi” Method, field study (specialist interview included), and study on sub-data. This paper also discusses how we possess the key equipments. All the studies and results help to decide the adequacy and possibility of self-made submarine. Through a widely analysis on the factors of politics, economy, mass psychology, military, technology, logistics, threats and warfare demands, it brings to a conclusion that we can benefit from self-made submarine. Thus, we should take action as soon as possible since we could gain the greatest advantages through the process of building a submarine and save much time as well. We have the primary capability of building traditional submarines, and the reason why we have not put self-made submarine into practice is due to the inadequate support from policy, namely, the inadequacy of management. Building a submarine is a national project, demanding the organization of capacity from different fields in order to display the integrate power. It is recommended to have the project to be governed by Central Government and hosted by high-rank officials. The project of self-made submarine will succeed at last as long as it can be executed with full power from beginning to end.
