The Tourism Policy of Kaohsiung County--A Case Study of Lovers’ Wharf / 高雄縣推動地方觀光政策之研究-以情人碼頭為例

碩士 / 義守大學 / 管理研究所碩士班 / 94 / The tourism industry is an emerging star industry across the globe with the rise of globalization and the knowledge-based economy. As a typical compound industry, the well development of the industry is interrelated to the hotel, catering, travel services, financial, shopping, and tourism promotion industries. Therefore, a well-developed tourism industry often brings enormous economic benefits, including creating more job opportunities, promoting the development of related industries, raising national incomes, and increasing a country’s Foreign Exchange Earnings. Secondly, the high development of the industry promotes international cultural exchanges and contacts when tourists of different linguistic, cultural and customs visit the country. Lastly, as a “smokeless industry”, the low-pollution characteristic of the industry has caught worldwide attention and is thus highly developed. Therefore, it has the potential of sustainable development.
The industry has been a focus of Taiwan in recent years, and governments at all levels draw up policies and make budgets and resources for promoting its development. However, government efforts and resources are never enough to promote the industry. It needs the concerted efforts of all tourism service providers and the cooperation of the entire society over time. In other words, the cooperation between public and private sectors will be the key to success of the tourism industry.
This study analyzed the effectiveness of policies drawn by local governments to promote the tourism industry and items to be overcome through case study on the Love Seaport in Kaohsiung County. Known as the Singda Fishing Port, Yongan in the past, the intended functions of the port gradually declined and the port abandoned as the industrial structure in Taiwan changed and the fishery resources and yields decreased. With the concerted efforts of the central and local governments, the port was transformed into a recreational and educational port partly to promote tourism development in Kaohsiung County and partly to solve the problems that faced the weaker industries, in order to effectively increase the incomes and improve the living quality of locals and to promote local social and economic developments.
The results of the depth interviews with local government officials and businesses on issues relating to the policies of Love Seaport and their effectiveness can be a referenced for the Kaohsiung County Government to improve and promote relevant policies.
