Study of the Military Logistic Outsourcing Administration:An Example of Government Owned Civilian Operated (GOCO) Program / 國軍後勤工作委外經營之探討-以軍機修護工廠為例

The purpose of this study is to explore the factors that affect of the military depot maintenance plant privatization on Government Own Contractor Operation (GOCO) concept in Taiwan. From the strategy view of the military airplane maintenance, it could be maintained by outsourcing companies or military depot factories. From the previous related papers, documentations and 2nd ALC GOCO program study, there are many obstacles and problems need to be solved in actual execution and administration. Those obstacles and problems are divided in 5 directions and 10 sub directions and are the basic assumptions investigation and questionnaire supporting.
From the reliability and single factor deviation analysis of the result of questionnaire statistics, there are four noticeable divergences divided in technical factor, the maintenance requirement of military aircraft, international community environment and economic factor 4 directions. These all four directions are trend to the outsourcing or privatization. But form the organization behavior direction, it has three deviations of Parts Supporting, Export Restriction And Mutual Supporting Efficiency, Confined Military Organization Operation and Military Conservative Concept, it all contribute the only one conclusion; military aircraft be maintained by depot maintenance factory.
