It became a form of local industry to offer the supplies for the demands of the garrison. After Matsu was relieved from the military administration, the troops were moved out massively. As a result, the business was depressed. The new industry, tourism, was developed. But the outcome was not well as expected because of the inconvenient transportation, the small needed market,lacks of necessary resources, and shortage of extraneous investment source. Furthermore, the modern development had an impact on the ecological environment and caused special characteristics vanishing gradually at Matsu. People were disappointed
about the future there by the condition including the Mini Three Links Policy, and the temptation from mainland’s investment attraction. On the other hand, some people at Matsu expected that the community renaissance and development could bring the tourism industry alive now.
The first community renaissance was found at Nioujiao village in Matsu. The
special settlement systems, ecological environment, culture and military scenery were kept and valued. Although there are some limitations on the industrial development, it still enabled to create a bright new unique life experience and the business opportunity by applying the strength and taking the opportunity in order to overcome the weakness and avoid the threatening, and utilizing high valuable strategy to reform the market boundary.
The industrial development of an offshore island and inhabitant''s basic life
demands were affected by the nature condition and the geographical environment. It was obviously that the development was weaker and difficult compare with the Taiwan vi main island. This research attempted to apply SWOT strategy and TWOS matrix strategy analysis to integrate the industry development possibility and the resources from the point of view of community industry, place marketing and support its development. Furthermore, the appropriate industry development strategy and plans for the Nioujiao village were studied on “to aggregate consensus, to reform space, “to
decorate the village with the artistic circumstance, to use creativity on settlement”, “to perform as a technical island, to meet the military experience”, “to design by the Nioujiao, to complete by the Fujian”. In concluded, the Nioujiao village would be tested as a model for the settlement development of offshore islands.
